Purchase Request

A MIPR is one of the accepted methods of funds transfer in the prime vendor
program. MIPRs can be a single order MIPR, used to order items in one order,
or it can be a draw-down MIPR. Draw-down MIPRs allow customers to allocate
a block of funds for particular purposes. One advantage of a draw-down MIPR is
that funds allocated to the MIPR are obligated immediately, allowing you time to
procure the items you need to complete the project without losing the funding.

Defense Logistics Agency (DLA) and
Defense Supply Center Philadelphia (DSCP)

The Prime Vendor program is DLA's initiative to help streamline supply-chain
management for U.S. Military and Government agencies by incorporating commercial
best practices. Prime vendor contracts allow U.S. Military and Government agencies
to order directly using standard requisition numbers, MILSTRIP, MIPRS and credit cards;
and allows for commercial purchase practices like brand-specific procurement.   

FAR Section 8.002- names Defense Logistics Agency (DLA) as a Government Supply
Source. Therefore when you order materials, you are "placing" orders through the
DLA supply system and within the Federal Acquisition Regulations (F.A.R.).
